The dragon pattern on the dress of the woman seated at the bar could also buy into either scenario.
An Assumed Profession
Both women are looking directly at the viewer, perhaps in anticipation of business in their assumed profession.
The dark background and brightly highlighted elements, together with the swirling cigarette smoke, attempt to conjure an atmosphere of glamour for the establishment and also the clientele.

The cigarette smoke that obscures the face of the male character in the white dinner jacket (reminiscent of Rick Blaine in the film Casablanca) not only serves to balance the overall image but also conceals another potential point of distraction from the main characters, ‘The Bad girls’.
